Animate a 3D Drawing

I have a DWG file of a tunnel construction project. It is a simplified 3D model of the various construction layers, such as blinding concrete, rebar cage, etc of the tunnel.
I need this file to be rendered in such a way that it can be presented as a 3D animation, with the possibility of stripping it layer by layer or building it up layer by layer in animation.
It would be great if it could be rendered in such a way that the building it up depended upon mouse clicks. So as we are presenting we can explain a certain layer, then click so that a new layer can fly in and we can explain that, then click for the next layer, so on and so forth.
Please let me know if it is clear to you what we are trying to achieve and if you would be able to do this. I have attached the dwg file for your reference and look forward to your feedback at the earliest.
