Desktop Website Theme Overhaul & Mobile Website Creation with Database Integration

We have a company website with the address of: [url removed, login to view]
[url removed, login to view] site is fully functional and we need leave all functions intact. We would like to revise the theme and layout of the site to be more modern. We will need example screen shots of theme to apply.
2. We want to creat a mobile version of the site to be used with mobile devices. Our preference would be to design with the industry standard screen size (eg. iPhone or Android). The site for mobile devices would be [url removed, login to view] (or similar). The site would need to recognize when a mobile device is browsing and direct to that version of the site.
On our desktop version, the user selects the state, city and zip. On our mobile site, we want to have that same function but also want to have the ability to use the current gps coordinates to search database also. (This might need to have user allow us to use current location prompt). Design of mobile and desktop sites need to have matching/similar themes.
All suggestions and implementation are possible as long as the function correctly. Good luck.
