Automatic ZKTECO log download application for windows

We are looking for a developer who can create a windows software to download the logs automatically from ZKTECO biometric machines in txt format. Daily automatic downloads has to happen automatically. Also a provision to manual downloads on a particular date or date range is also to be included. Expecting to have the windows service enabled features included in the app.
It is not mandatory to make the application same as the enclosed document. New ideas or methods are also expected.
Note, this application was already developed by one Freelancer but had bugs which is not fixed. And still not responding after payment is released due to the request.
So, final payment will be released only after testing and final confirmation from my end. Those who are only confident, dedicated and can deliver the product on time without bugs are welcome to Bid.
