Hiring SEO experts to do full SEO on two-word keywords for a two year old website

We have a 2 yr old domain targetting Indians settled in India and some other countries. We have 3 SEO goals for this project:
GOAL 1: Currently our website home page is PR1. Want to get to PR2 in Google in 2-3 months and then PR3 in Google in 4-5 months.
GOAL 2: We have several two and three word keywords for which we need to improve our ranking. Need to get to top 3 rankings (ie page 1 on search engine and then within page 1, amongst the first 3 results) for most of these two and three word keywords, on [login to view URL], [login to view URL], [login to view URL], [login to view URL] and google.co.in. For this project we can concentrate on top 3 ranking for 15 two word keywords.
GOAL 3: In addition to improvements in Google ranking, we would also like to see similar improvements in Yahoo & Bing. Atleast page 1 ranking for the 15 keywords on Yahoo & Bing.

-- We have a couple of Tier-1 websites that we'll provide you access to and you should strategically utilize for this project. Only high-quality content should be uploaded on our Tier-1 website (for eg. No duplicate TEXT, images, videos, etc)

-- ABSOLUTELY NO BLACK HAT OR GREY HAT METHODS, ONLY WHITE HAT METHODS.
-- No spam method(s) can be used.
-- No black hat, gray hat or unethical SEO methods are to be used.
-- no junk profile building techniques are to be used.
-- No use of automated software or bots.
-- No links from under construction pages.
-- No java links, jump scripts, framed pages, redirects, cloaking, CSS redirects, 301
redirects, dynamic links, flash sites/pages, hidden links, no string parameters, etc.
-- No link farms, traffic exchanges, link exchange programs or web rings.
-- No paid traffic sites.
-- No scraped content, mirror sites, orphaned link pages, link schemes and sites overrun with contextual ads, popup, ads, sponsored links, intrusive advertising, classified sites, labeled links, etc.
-- No banned sites, porn, gambling, violent, illegal sites, etc.
-- No methods or techniques that will get the site banned, de-indexed or sandbox.
-- No classified ads
TIMELINE:

Timeline: 4 - 5 months
The keyword rankings should be achieved in 4-5 months and mantained there for atleast a few months in [login to view URL] and .co.in.
PAYMENT:

Payment will be released when goals are met:
- 30% PAYMENT released when our website gains PR3 rank in Google.
- 30% PAYMENT released when 15 keywords get top 3 ranking on [login to view URL], [login to view URL], [login to view URL], [login to view URL] and google.co.in.
- 20% PAYMENT released when 15 keywords maintain top 3 ranking on [login to view URL], [login to view URL], [login to view URL], [login to view URL] and [login to view URL] for atleast 1 month.
- 20% PAYMENT released when 15 keywords get page 1 ranking on Yahoo & Bing Search engines (searched from US, UK, CANADA, AUSTRALIA, INDIA) and stay there for atleast 1 month.
BONUS:

- A 15% BONUS will be released if you meet all the 3 GOALS and go above the beyond the required goals for the project. For eg. you get TOP 1 or 2 rankings for the keywords. Instead of PR3 you get PR4-PR5 page rank.
