SIP client customization for windows/mac - Radio Simulator

I want an experienced freelancer help install and customise an open source SIP client (possibly Jitsi although dont need all the bells and whistles) - Preferably a web based product linked to an interactive flash representationof the chosen radio set. An example web site of something similar can be provided
Purpose is to develop a web based VHF radio simulator to assist in training students in proper radio procedures.
The sip client needs to dial into a specific sip account on an asterix server which is set as an audio bridge. All students on line at any time will hear all other students on the air (as it is in real radio communications) At the simplist level there need to be a single party line channel - It would be nice to be able to have multiple channels that a student could switch to to duplicate the process of calling using a calling chanel and then moving to a talking channel.
I need the client to be branded to my training college. I need to remove the choice of where the client connects to - this should be set via an encripted user account details. So any time the client is used it will only call up our audio bridge lines.
Each client has to be provided guideline on what changes been made to the open source product and which files and also provide guideline on how to build from source this new code.
Attached is the sort of thing i'm looking for - this one was done in flash but that is not necessary (but would be nice)
I need a front end image of a radio, the ability to click on a channel (16 is the calling channel 72 73 77 are the talk channels) The ability to move to a talk channel (say 72) when the change occurs the sip client should move to the different sip account to simulate the change in channels
I understand this is a little strange and would be happy to discuss with interested freelancers to ensure you understand what im looking for.
I will need to have a way for students to log into this page - it may be an external thing or managed by a CMS (wordpress?) to control access to the page - any suggestions would be appreciated
