We are looking to get an E-Learning/E-Commerce social network website developed with product shopping, membership access level usability and standard social features; chat, messaging, group and so on.
The site will need a clean back and front end user face with the ability to expand, turn on/off features depending on user access level.
The server needs to be in PHP/JSP (open minded to your recommendations and open source code) MySQL and the PHP code encrypted on the server. Full development (code, database, etc.) standardization is a must in order to limit difficulty of adding future features and functionality. Developer must be able to understand, discuss and educate (if needed) standards to us, in order, to meet our business requirements.
All transactions must be secured and be written to the database immediately to avoid latency. User data timing (HH:MM:SS) requirements will need to be accurately recorded to the database when submitted through the front-end, in order, to be displayed in a pre determined sequential order at a later time to the user(s). Administrative functionality to change sequential order on how data will be viewed is required. Set by a standard If for whatever reason communication to server database is lost, upon reconnection, user will be able to continue to submit testing data at last backup point. Database requirements must be in place to add/delete/edit by administrator information to be accessible either by individual user or group. Grouping of users must be able to be standardized by either administrator(s) or by user meeting membership standards set within the system.
Look and feel will be a collaboration effort. Our goal is to educate and learn from you best way to implement and display both end user and system requirements. All media and graphic design requirements must be completed by Developer(s) and implemented upon our approval. Developer(s) must have proven experience and expertise with creating graphics and implementing design layouts to best suit the web. Our web presence requirements must equally be accessible by overcoming mobile limitations. Mobile monetization best practices is critical to the success of our business, so we strongly want a team collaboration with Developer(s) on how to develop, manage and maintain via the website.

Developer knowledge, not needed, but a plus understanding; course certification & user competency. All system source code must be licensed to us and reside on our hosting server before final payment is to be released.
