Build a Website, database driven, QlikView embeded

I am interested in being contacted by either:
1st option - who is experienced in building full websites and ideally is experienced in embedding QlikView.
2nd option - Splitting the website building effort by different experts, per area of expertise,
inclusive who is able to then put it all together (server side language expert):
-> MySQL database building as per requirements;
-> Website pages building as per requirements 15-20 pages;
-> Embedding QlikView, with respective page(s) layout and settings as per website requirements
-> Content Management System (CMS), for Admin and for special users depending on roles attributed
-> SEO
-> Design and Logo
-> Data security (the uploaded data must be well protected with most advised security standards)
Below are some comments on the main components of the website:
PURPOSE OF THE WEBSITE
- analyze financial data, for specific defined purposes
DATABASE
- there is a database that needs to be created in MySQL based on several different tables, and some needed queries.
Those tables will be updated by the users with refreshed data
DESIGN
- design should be responsive to different screen sizes, namely smartphones size
SERVER SIDE LANGUAGE
- I am open to understand the possibilities...The server side language should ideally be Python, as I believe it is better option than PHP, but please suggest
- The users can be assigned different roles, some are defined in the server side language (Admin roles), other roles must be able to be defined by the Admin users in the backend
WEBSITE PAGES
- There are pages for: a Home page, 1 for uploading files, 1 for buying packages, 1 to view available dashboards (embeded QlikView), 1 to 'View Cart', a corporate backend (corporate settings area), an Admin backend, User registration (two types of users: individual and coporate), Terms and Conditions, Contact, FAQ
