Secure Client Portal w/ Webform Capabilities

Hi Freelancers,
I need some help with a business project I’m working on. I’ve come to a fork in the road and not sure how to proceed. Excuse my basic explanation, I’m not overly tech savvy.
The business is to provide support to end users remotely,
How – To make this work, I want to give each client a login to my website ‘portal’. I want the portal to;
• Have invoices uploaded to it, for clients to view and download.
• Clients need the ability to view current and past jobs that they’ve submitted to my business, and how the jobs are progressing, kind of like a ticketing system. i need to be able to action tickets and make notes.
• Clients need the ability to submit a job, using a secure web form within the portal.
• Clients need the ability to update and view their information and password
The biggest challenge I am having is having a ticketing / help desk format with the inclusion of web forms that can be submitted to me, securely.
I’ve looked at many platforms, suitedash is the closest thing I’ve found, but I cannot figure out how to incorporate the webforms into the portal platform. I don’t think it suits my business model very well.
The only thing I’ve seen that is remotely helpful, and I think this is where you could maybe assist, I have been reading about Using Web API with ASP.NET Web Forms

Zendesk offers those types of capabilities but I cannot see that it can be in a secure portal.

I need help with
• Understanding if what I want can be done
• What the best website builder / software would be best
• How to incorporate the web form capability
• You building said capability to a fully functioning webform portal
If this is something you could assist with, can you let me know the best way to handle it, and how much I can expect to pay for this task.
depending on complexity, there may be ongoing work for the successful applicant to maintain the system.
Budget $750-$3,000, I'm not sure what to expect.
