Hello,
there is a standard GIS format created by ESRI named ARCVIEW SHAPE file format.
The file format actually consists of three files.
[login to view URL] - holds the actual vertices.
[login to view URL] - hold index data pointing to the structures in the .shp file.
[login to view URL] - holds the attributes in xBase (dBase) format.
here are free libraries to read and write this format.

What do we need :
to start ONLY READ the file format (that is the *.shp with vertices and translate it into AutoCAD entities) and add the DBF data to these entities.
This should be fairly simple. The entities will mainly be just POINTS and POLYLINES (representing closed area's).
I can give you examples on how to create the AutoCAD entities too.
If you have experience in AutoCAD that would be great but not necessary. We can give you examples on how to create entities in AutoCAD. The AutoCAD API is well documented also.
If you like we can send you an example SHP/SHX/DBF project file.
Thank you and happy bidding !
