Based on the Description provided, Its clear that the project is a land use /Land Cover change that you are trying to perform. I would like to make some clarifications. 1. Are you planning to go for level three change detection? If Level three change detection is to be done some sampling points from the location will also be required. 2. If you are planning for level 1 classification, The work can be done with Landsat Images as reference by performing supervised or unsupervised classification. 3. Coverage of the area plays the major role. Based on the coverage area we can go ahead with the digitization. If the area is small we can digitize and get output. If the area is large its better to go ahead with classification techniques.
