windows program to check a web service and run an EXE

I want someone to do a program to check a web service and if the web service return {"Result":1} then close 2 exes running on server and run both of them again, i need to mention the 2 exe file names and the web service url on a text file. this is all it must do and it must run on a windows 2012 server
