Research & list: UK learning course providers

I'm looking to build a mailing list which covers all adult learning course providers in the UK. This should include - local councils who produce prospectuses for evening/part time courses being run in nearby schools for adults, professional training providers such as learning tree, QA etc, bespoke smaller providers. Deliverables will be a spreadsheet containing the name & address & telephone number of the marketing/PR department for each institution, the type of institution, and it's website. I need to get to the people in each institution who is responsible for advertising their course lists. List at a minimum should include all local councils and the major commercial providers. This is a research & data entry job, you'll need to hunt for the institutions.
