4 millions mails will be sent

i have 4 million mails from turkey. i want to make email marketing with those mails. i prepared the mail content and now need an email marketer who will send my content to targeted mails. the mails being sent should not be moved to spam box or junk mail boxes. or the winner should guarantee that 90% of the mails being sent will not be moved to spam box of targeted mail address. firstly, please bid for 100K mails. on private messages, please dont offer any other (mail_count/money) rates. if i see success delivery rates for 100k mails, i will open a new project for 4 millions mail for the winner. payment process: i will pay half of the winner price before sending the mails. then i will pay other half of the price after sending process is completed. please show me your references about this job. and please dont forget i want you to bid for 100k mails for this project.
