127,000,000 converted to youtube videos

So I have a database with a 127,000,000 rows of people records they are of people people information example phone number address and the persons name i want to have a program where I can click run and it creates youtubes videos with software that reads the words example" steve zucker lives at 101 street in hartford,ct" and it appends a commercial for my website at the beginning and end of the video then it uses the youtube api to upload the video. I need this to best fast. Please resond with as much technical info as possible how you would do this.
