I CANT HELP YOU WITH THIS EXCEPT HELP FIND A LOCAL ENGINEER TO HELP. You need to get someone who specializes in this. The foreign bidders clearly have zero grasp of Australian Laws or they would be telling you what I am. My background is in electrical and control system engineering with over 26years of experience the last 12 on mine sites. My blunt advice is do not use any of the foreign bidders or you could get into a lot of trouble. I suspect you already know that you need a certified/registered civil structural engineer. Retaining walls seem very simple but like many things in civil engineering when things fail its bad and lawyers get involved very quickly. It should not be hard finding someone but expect to pay more than $150 to get someone to sign off on this. Keep in mind when engineers sign for things it always seems simple to everyone else - but everyone else isn't accepting responsibility. Anything an engineer signs for (certificate, drawing, test report, etc.) can be used against them in court. We take that very very seriously and get very short with people who don't respect it.
