How to find the maximum/minimum value in a column based on month and year?

I am designing a dashboard in Excel 2016. My spreadsheet has a sheet called "Data" in which I store all data collected from a weather station. The first column is called "Dates" and contains every date over the last 10 years. The columns next to it contain the raw data from different instruments, sensors: Rain gauge, temperature, wind speed, etc. On the dashboard I want to create a similar table to what you can find on following website: [login to view URL] Now the challenge is to find the following data: -What is the highest/lowest, average reading for instrument A for any given day during the month (1 to 12) over the years? Say for example the highest temperature recorded was 48.6 degrees C and that happened on 20 February 2009. So, in the dash I want to see for the month February: The value and the date it happened. Blank or erroneous cells should be neglected. I also want to be able to select an instrument, a month and a year from a dropdown list so that I can see the data for any given month. I hope this will make sense. This is a hobby project for the local community and funds are limited. Many thanks in advance! Luke
