Club Penguin - Private Server

Hello, I require a custom Club Penguin - Private Server to be made. Indeed, there are already many out there with public sources available. However, I would like a custom source made for this Private Server. Additionally, included inside the source I will require custom features to be attached. This source can be coded in any programming language you are most familiar with however, preferably not PHP, unless you can convince me otherwise. These include: - Nameglows/Bubble Colour - In-game manager - Playercard music - Staff commands - Custom Commands Etc. I do have some knowledge on how these features should be implemented and I know may around Flash so I can assist in a minor way. Please, let me know if you can complete this project. I need it done by either 2 weeks to a month. There is no pressure. Kind Regards
