Modify existing ColdFusion MSSQL customer service application

Existing and stable Cold Fusion customer service application (Windows Server 2003, IIS, SQL 2000, Cold Fusion 7) must be migrated to newer versions of Windows, SQL and Cold Fusion with features added. New development server is running on Hyper V (New host machine) with Windows Server 2012, IIS, MS SQL Express 2012, and Cold Fusion Developer v11 and has been created for this project by copying files and database from production environment this week. Application runs in new environment but has not been fully tested. That is one of the items in scope for this project. In scope for this project is to write code for the changes needed (see attached items), make database changes needed in order to add those features, validate best practices for indexing, key, and query optimization are followed in database and code for existing and new code. Also in scope is to assist in migration of the production data off of the Production server over to the development environment which will be kept as the production server (we will point DNS to it when it is ready). It is expected that we can just pull the more current data off of the production server and import it to to the development server running the new code. There will be some table changes so some data conversion via SQL query will likely be needed. Also in scope is completing the testing for compatibility on the new versions and fixing some reporting errors (listed in attached document) as well as validating SQL settings for the tables in the new environment (primary keys, indexing, stored procedures). Remote access using Remote Desktop/Teamviewer will be provided for developer to complete needed work. I can provide a login/password to current production system if needed for developers to examine this application prior to bidding. I am one of the original developers of this application and have been enhancing/maintaining it for 13 years. I will be assisting as needed in refining any vague scope items, creating new menu for application and other tasks to assist in maintaining timeline and will help put final polish on look/feel. There are a maximum of 12 users of this application at any one time as it is mostly an intranet app, but has a customer facing side to allow customers to access their data. The total production database size is currently 140MB and has doubled in size over the last 10 years. I would do this project by myself but I am short on time and need assistance.
