Iphone app needed

We buy houses. We drive neighborhoods. We find vacant houses that have high grass broken windows or other variables that indicate that the house maybe empty. We then try to find the owners of the house and ask them if they will sell their property. We would like to hire someone that can be in the neighborhood driving looking for these empty houses. Using the application on their phone we would like them to do the following scenario. Pull up in front of the house and take a picture of the house with the application. We need them to take at least four or more pictures of the house such things as the front of the house the Street view the yard and other observances such as a garden hose broken windows trash cans at the street junk in the yard and other variables that would indicate that the house is vacant. The application wouldn't need to be able to use GPS to give an exact location of where the house is At. The application would also need an area for notes so that the person can write down different observances of variables that indicate that the property is empty such as trash in the yard broken or boarded windows abandoned cars high grass. The application would need an area for the person to type in the exact street number and street name of the house or if there is no street number on the house they need to be able to tell the house number to the left or to the right of the subject house. The application then needs to be able to send this house file to an online server that we have with Go Daddy. And be put into a database. This way if in the future another person or the same person takes a picture of the exact same house and tries to upload it it will not let them because it is a duplicate file. We would like the application to be as user-friendly as possible so that a person can find as many houses as possible so as many of the things that we can automate the better such as Can the City field be auto populated with the city name or a drop-down and the same for the state can it be on the field or automatically be found by the latitude longitude. Also we would like to have a small area so that a person can add an audio memo to quickly leave notes about the property it may be easier and faster to do it this way. We would need the application to automatically put a date and time stamp that the file is created and uploaded. Also the app would require that it have a password and username so that if we get the application out to a person and they quit we can simply kill their username and password from our server so that it will no longer work on their phone. We need the application to be as user-friendly as possible. So that they can find as many houses as possible in a day and also because these people are not very smart when it comes to computer applications. They are simply people we hire to drive and look for empty properties. So the application needs to do the majority of the work or at least remind them of the information they need to get for us on each house. We have a Go Daddy account where we can set up a database and we would like for the application to automatically upload each house file to that database carrying in the latitude and longitude and the address as answered as well as the other pertinent data on the house file such as the photos and any of the field observances such as high grass abandoned cars broken windows etc. That way if anyone in the future gets the same house the application can tell them this this house is already in the database and will not reenter it. The application needs to have the ability to click on the icon take 123 or more photos and if the photo is not good can simply X out that photo so that it is not kept and take another one in it's place at the bottom of the first page is the address area and would like to have it filled in as quickly and easily as possible with the street name city state and ZIP Code.
