Engineering work in a proprietary technology

We have a project that is on proprietary technology. It is a new technology related to displaying real-time data on a handheld device. It is similar to javascript, to some extent. What we are looking for is a person who has very good learning skills and is sharp. Freelancer should have atleast 3-4 years experience in engineering. We are not looking for any specific language skills, but Java experience is preferable. The first phase of the project would involve learning new technology. In later phases, you will apply your knowledge on productive work. The entire project will span around 2 months. Freelancer should be available for full-time work for the duration. However, we would like to split the project into different phases. Based on satisfactory performance in one phase, the contract can be extended. (Budget for this project is for the first phase). Bidding mentioned here is only for the initial prototype. If this goes well, there will be other projects on the line. There will be a short interview process before we select the candidate.
