mobile WEBSITE / WEBAPP for restaurants

I want a mobile website or web app that can be accesed via most common mobile browsers (Safari, Opera mini etc) through which the client of the restaurant can order directly from his own mobile phone via local wireless open network. The mobile website or web app (however you want to call it) must also be able to show the status of the order and the remaining time until the butler will deliver the order. The website/web app will have 2 types of hosting: 1. on an external server like any other website 2. on a local computer located in the restaurant and connected to the wireless router The second option should be just in case the internet connection goes down. It should be like an extra paid option. How the website/app should work: The client enters the restaurant, connects his/hers mobile device (smaqrtphone or tablet) to the open wireless network and the router automatically sends him to the restaurants mobile website. The client should be also able to connect by scanning an QR code that links him directly to the restaurant's website/web app. The website/app should have 2 admin sections: 1. for the owner to add products on the menu 2. for the butler/cook to update the status of the order The website/web app should recognise the mac adress of the device in order to show the status of the order made from that device. After a client made an order on the website's menu should appear an extra status button where'the client can check the status of his order. The owner of the restaurant must have the possibility to check how many clients and orders are placed in his restaurant in real time via an weblink from mobile or an desktop computer. Like an extra option after making the order the client should be able to pay online via his mobile device through paypal mobile or google checkout. Attention: This must be an mobile website or webapp that can be accessed via almost any mobile web browser, NOT an iPhone or Android app !
