About "Forty Client VPN" I think you've an spelling error, if you are referencing to FortiClient VPN free version (from FortiGate system) free version it's only for client, but you need a FortiGate OS license in the server side. If you don't wanna buy a FortiGate firewall, I suggest use OpenVPN, it's a free, secure and reliable VPN solutions (both Server and client side). About disable file upload or copy, I don't know how to make it before work with the production scenario, I think it's possible, but need work on it.
