Scripting tools for Ethereum for command line, C or PHP

I need tools for the ethereum blockchain which can be used from Linux command line or PHP or C. No browser environment! The tools should be able to do as a minmum a) create a new wallet and return private key and wallet address create_wallet() -> wallet-addr, private-key b) transfer ETH from wallet to wallet transfer_from_wallet(wallet-addr,private-key,destination-addr,eth-amount) c) transfer TOKEN from wallet to wallet transfer_from_wallet(wallet-addr,private-key,destination-addr,token-amount,token-address) d) get_eth_balance(wallet-addr) e) get_token_balance(wallet-addr,token-addr) all tools must be able to return proper error codes and some options to be passed such as the gas value etc. A nice library in C which can be integrated in applications would be wonderful. It can also be split into a daemon and a front end where the daemon takes care of the connection to the ethereum network and the front end simply submits orders to the daemon.
