build a actionscript mobile app having similar functionality YouTube Annotation (clickable) video

This app is based on Actionscript language which works on both Android and [login to view URL] app having similar functionality as YouTube's annotation video where speech bubble,Note,Title and labels are placed to video and are clickable and when clicked display the linked video to the clicked annotation. In this app user can upload a video to server and link is provided and link can be [login to view URL] is an XML file linked with the video the XML file have data about the annotation (clickables) like the placement of annotation (using x,y dimension) over video, timing of the clickable (start and end) and the link of the uploaded video. These clickable runs parallel to video as show in video I have created using flash builder 4.6. In this when user clicked the video it pauses or stop the playing video and start playing the linked video. It can also have comment feature but can added later The other feature is a simple user interface where user can add annotation (clickable) over their uploaded video. In this the user can annotation similar to the uploaded PNG file. I want only speech bubble,label and can only be maximum to 3 (including both). This user interface added the timing, placement and link to the XML file and by Publishing the video the XML file having annotation detail attach to video. When the video start playing the annotation are placed according to the XML file. In this I want the following which I describe above- 1- Record the video and upload to server 2- List of uploaded video on sever and when clicked start playing the video (play/pause/stop/full screen) 3- XML file have detail of annotation appear parallel to video 4- A user interface to add annotation to video through adding/editing the XML file
