It's a pretty basic app. when the user opens it he should see one big button in the middle of the screen and a settings button on the bottom right. If he hits the button the app will send a message to multiple people with the users location. in the settings section is where the user adds who should receive the message and what the message should say. Id like to incorporate some ads somehow and that pretty much concludes its function.

To make app live in app store. 1. For google: Need to purchase account of $25. In this you can make any number of apps live 2. For apple : Need to purchase account of $99. In this you can make any number of apps live. @@ Note : Android do not raise issue during making app live but some time apple reject app because another app have same features and your app do not have any new features. Or if your app is very simple then also apple will reject app. Please make sure to confirm with app store support team that your app idea will be acceptable by them other wise developed would not be useful for you.
