The base weight will be located in the General section of the product edit page. -This section should have the look and feel like the product custom options -You are basically adding a rules section to the product custom options. -You should be about to add as many fields as you like. -at the bottom of the fields there will be a area just like the price cart rules under the promotions tab. it will allow you to add the ids you created and add functions to them, where the end result will be the total price for the item.
