AD Article Directory Php Mysql Troubleshooting/Structure

I am looking for a developer to clean up the php code issues on my article dashboard script. Although the script is encoded, I do have access to the unencoded version. Some of the files are already unencoded. Some work was done earlier by another freelancer but it was not completed. I also have access to unencoded files from another similar site that was updated to assist in troubleshooting the errors that are happening. I am getting tables locked in mysql that are effectively shutting down my site. The code needs cleaning up. I have attached the latest email from my server support as reference.
