Convert PSD design to PHP Theme / Gallery tweaking

The Screenshots of the PSD: [login to view URL] I have just received my web design from its designer and I am looking for someone to convert this into a PHP theme. I'm not sure if this means I will have to use PHP Nuke / Post nuke, or if someone is going to have to create a custom cpanel. This is what I need. Screenshot 1: This is the main page but is not the [login to view URL] page. There is a splash page that leads the way. This page contains 2 flash elements. The scrolling gallery and The billboard will be filled in with a animation that will change twice a month, *if possible* I will need something from the cpanel that allows me to replace. If it is not, I will just swap out replacement with flash files of the same name. At the bottom of the page are 4 spots for rotating banners (which are event flyers). I want to manage this from the cpanel. (which banners go where, remove, add) Shot2: When a user submitted event is approved by the admin, I would like one of these pages to be generated automatically. It will use the information submitted to fill in. (More info in the next screenshot) Shot3: This is a form users will use to submit their events. I would like the info used here to spawn the page displayed in screenshot 2. When users submit this information, I would like it to go in a state of pending. The admin will then approve from the cpanel. I will also like the ease of deletion(graphic included). Shot 4: By default, when a user clicks the events link I would like it to display the events for the current day. This page should display a brief summary of all events. I will need each event to generate its own block, and provide a link to the event details. Also, there is a block at the top that reads "feature event". I will need to be able to control what goes here from the cpanel. *If you notice screen 3 & 4, there are spots for images along the right side which will also be advertising area. I will need to be able to select which 2 ads will display in this area from the cpanel(images will be manually resized to fit within blocks). On screens 2-4, there is a section at the top of the menu that displays the current date, I will need this to reflect that. Screen 4, Above the event it shows the current week. Monday-Sunday. I will need this to update automatically. GALLERY INFO: I am looking for a gallery that resembles [login to view URL] I say gallery tweaking in the title because I am sure this is a modified version of an existing gallery like coppermine. I will need the header used on all other screenshots, and a color scheme that matches the them of the site. I would like 2 blocks on the right side of the gallery (like screenshot 3/4) that are added / deleted from the gallery's cpanel These blocks should remain consistent no matter what link is selected from the gallery. I will definitely need this page to be password protected. Somewhere on the page there will need to be a login box. At registration, I will also need the email used to be exported in a way that it allows me to add them to a mailing list. Questions asked during registration: [login to view URL]
