Game Programming - VB or VC

I want to have a sterategical low-resulation graphicul game about making an office. I'm making this game to teach office keeping and how to start a small business and improve it to a big business. Game player starts with an amount of money and buys some location for his office and start to get people to work in the office. he also buys required things to put in the office and earns money by people's work. He can manage his office style and its rooms (like adding resturant and stuff) to improve his workers' productivity. The games contains too many details those can be change in depend of our conversation. ## Deliverables I want an excutable game with it's source code. ## Platform Win 2000/XP
