Create a Wordpress Template

We have a relatively small website (40-50 pages) that is currently built with flat HTML5 files and the Bootstrap JS framework, and light PHP programming used for global includes. We want to either 1) convert this site's design to a WP template, or 2) find a very similar template available for purchase and rebrand/restructure it to match our current site. The path we choose out of those two depends on the freelancers confidence of accurate completion, cost, and time. We are looking for someone with fluent English communication and part-time availability (or full-time if permits) for the next 4-8 weeks. The freelancer should possess strong skills in Wordpress with the ability to create widgets for common sections of the site and custom admin sections (tabs). The Wordpress install should remain eligible for upgrade, as others in my past have customized the install so much that it can no longer be updated.
