Need Automated HTTP Post Tool for Forms

Hi there, I have a website that I'm a member of. I need a tool that will allow me to import a CSV file with some data. It will then login to the website for me, then fill out 20-25 field forms (for each line in the CSV) directly from the data in the CSV. After this, there is a confirmation screen, and the tool also needs to hit the "Confirm" button on that screen. Any language is fine, but I'm guessing this could be done easiest in PHP or Java. I would like this tool to be done in a way I can give it to someone else and they can plug in their own account information. - detailed spec - 1) enter username/password info 2) import CSV 3) login to site, for each line in the CSV, submit the 20-25 field forms 4) 'confirm' this on the confirmation screen
