getafreelancer / scriptlance type website design (for different field)

I need a php website that is similar in features to getafreelancer, scriptlance, elance, etc, except it will be used for an entirely different industry. It must have a very clean, professional and "bright" web 2.0 look to it. It must be simple to use, and have the ability to search for providers near you (in your city, zip code, etc). Or It also must have the ability to organize ads by city (something simple like craigslist is fine). I will need the fields customized to relate to the specific field it will be used for (rather than for programming like GAF). It must have a good admin panel and payment features. Paid features and escrow system are required. Will need areas for banner advertising.
