Payment portal development

I'm posting this project on behalf of my friend Emma as my design studio is too busy to handle another project. You will be liaising with Emma directly but I will be around to provide my professional advice and make sure the project goes well, Below is her message: ---------------------------------------------------------- Hello fellow contractors, We're a sports academy looking to have a payment portal develop so all of our applicants will be able to make payments and track everything easily. I've taken the liberty in creating detail work flow, wireframe of both how we want the front-end and back-end to be develop and I've attached them in a file instead of posting it online because I want to make sure all interested applicants have reviewed the entire project specification instead of just spamming me with their templated copy and paste messages Our budget for this entire project which includes both programming and designs is USD $1400, we're open to open source platforms or ready made scripts as long the end product functions exactly like how we've envision. Kindly get back to me with a detailed proposal of how you will be developing the payment portal as well as a detailed time frame on what will be completed by when etc. It's very important for you to provide me with all the technical details so I know you actually know what you're doing, I will have a friend who is in the web development industry to help assist me in the selection so you can be as technical as you want in your application.
