Simple Script to generate a simple bar at the top of a page

We need a script that will allow users to add a translucent bar at the top of any page they desire. The script will have an admin area where the user can select from the various options. The user specifies the link that he wants to have a bar loaded at and the specified page loads with the bar on top. So if he puts in [login to view URL] as the url that he wants the bar at then the script would generate an HTML/HTM/PHP page that he can upload to his server and the [login to view URL] page will load but with a translucent bar on it. An image has been attached. The script adds a bar to any page that the user wants. The specification for the bar are as following. 1. A simple bar appears on top of the page that is loaded with a custom text. A. The bar is translucent – NOT 100% Opaque. [login to view URL] are 3-4 colors available for the bar like blue, green, silver and black. [login to view URL] text on the bar can be edited. [login to view URL] is 1 fixed dimension “DOWNLOAD NOW” button available to be added to the bar as shown in the image attached. [login to view URL] user can edit the text, the font, the color & the size of the text that is shown on the bar. [login to view URL] bar also has an optional “Powered by ____” link in there. This link can be deactivated from the admin panel for the users. It will be in the form of [login to view URL] I need to ability to change the xyz and the XXXX will be replaced with whatever the user puts inside a custom option called : clickbank aff nickname. 2. The script is for users who sell digital products online. It just gives them the ability to generate a custom page for their product delivery. When someone buys the product they are redirected to the page that this script generates and they see not only the download link but also a special offer (the URL that they user specifies). 3. The script needs to generate html, htm or php pages which look great. 4. We are not sure whether it should be a server side script or a desktop application and you would need to suggest the cheapest and the best way to implement this script. 5. The main purpose of the script is to basically load another page (URL specified by user) and adding a clean and beautiful bar at the top so that everyone who buys the product not only sees the download link but also sees another offer on the page at which they see the download link.
