Website Script Development-bittorrent to server transmission

I Need a simple SCRIPT wherein files from the bit-torrent Network is transferred to my server then to user computer through DIRECT DOWNLOAD when requested. Bit-torrent Network ----(torrent Download)---> my SERVER ----(Direct Download)----> User PC Hence my Users are able to download torrents through DIRECT DOWNLOAD. Please NOTE my SERVER will act as BRIDGE between bit-torrent network and user. Thus USERS DO NOT HAVE to WAIT till COMPLETE file transfer takes place from bit-torrent network to my server. Intern Users can download instantly upon request. Torrents are downloaded usually through a CLIENT software like Transmission, Torrentflux, rutorrent, Deluge and many more.
