Create Gift Card System

MY SQL HTML PHP JAVA Need a system built for a Gift Card Discount Concept similar to all the discount programs that offer consumers a discount for dining @ Local Restaurants and Retailers.) The project concept allows customers to purchase and redeem gift cards at multiple retail and restaurant sites. The difference with this is that costumers will purchase a Discounted Gift Card that is redeemable for Face Value. Must Build the following interfaces MAIN ADMIN MERCHANT SETTINGS IE( percentage share, Customer card balance ) in My sql Merchant App to redeem, accept, check balance, and sell,,etc… of Gift Card Function to read Card from MSR or QR Code A Mobile app for merchant and consumer interface (Print function and Payment) Report for reconciliation between merchants, Site should have content for merchant, card holder functions via login, and new purchase or reload functions using to Payment API from USA EPAY), Merchant should accept customer card through a web or monile app interface for merchants. And consumer shall also have not only a site but an app to reload card or look for local specials Merchant console shall allow merchant to set the max spending from the card. EX. Card is face Value but merchnants decide what the amount is max per party/visit
