Raffle script using trialpay.com API

I want a script that will do the following: on my website will show a drop down menu as to what the user wants ( giftcards, ipad 2 , iphone 4) then the user clicks buy now and will complete an offer on [login to view URL] and then will receive a code( the codes will be generated by website) when the amount i set is reached then the user will either win or loose and is they loose they will have a chance to claim a giftcard ( the number will be virtual and must have an admin section so i can add or modify numbers and must be delayed a least 7 days. To sum up what i want down: 1. website must have a new user signup form 2. inteface with [login to view URL] api 3. admin section to add modify delete users and view money made and set limits on items to be won 4. generate codes that are winners and losers based on money made for that item and each item on the website 5. section for if they loose have to option to claim a free giftcards ( it will just be a virtual number i can add or delete but they must complete an offer on trialpay to claim) 6. mysql - to store info
