Need twitter feeds displayed on website, custom display

I have a site which displays feeds from groups of twitter users, sorted by category. It has links for different groups such as 'Footballers, 'Rugby players' Unfortunately the developer who I was working with has gone awol, so I have decided to have a complete overhaul. I need you to discuss with me and implement the best way to display the feeds from the groups of twitter users that I have sorted. The old design used PHP to display the tweets in search engine friendly HTML form, but the downside of this was we could only send liited calls to twitter so they didnt block us. I would like to discuss the benefits of using a live twitter feed over a 'hard' HTML form. I would like to discuss the requirements with you first, then you can submit your bid. I am a serious employer who will not waste your time.
