109359 Design Of Free Hosting Site

I am looking to start up a free hosting & free email service. I have the services to provide the hosting & email, but need a website site designed to promote the services. I also have a freelancers site that I want to link as part of the package, as this is also free. I would like a custom logo & slogan designed (already have a domain) & all website pages. The site must look professional & stand out. I would like an easy update admin section for adding text to the home page. ie. a bit about the site, a features box, etc. I also need a domain name search box added on the home page & areas to signup to the email service (link to signup page), hosting (link to signup page) & a link to the freelance site. Also a link to login to their hosting control panel. Other Pages: There should be a custom designed forum for the site. The needs to be a support ticketing system. A privacy policy page & terms & conditions page. I would also like an automated link exchange system setup on the home page, where people can add there links instantly using paypal ipn. I need to be able to set prices, delete in admin. Every single page including the forum, must be setup for maximum google adsense ads to generate revenue. There should also be a banner rotation system installed which I control from the admin section. I would also like the winning bidder to set the site up for maximum SEO.
