Vbulletin programmer needed ASAP

I need a programmer proficient in Vbulletin software to design a webpage for me. I already have the entire site design and am looking for fairly quick turnaround on this project. Homepage- Relatively simple- just a graphic, title, few links and 4 areas with RSS news feeds incorporated. Maybe world clocks (different time zones) if you can do that too. Forums page 10 categories total, 47 sub categories, 52 sub-sub categories throughout site design. Emails need 5 emails for the site The vbulletin software is already installed on the site.
