Vbulletin programmer needed ASAP

I need a programmer proficient in Vbulletin software to design a webpage for me. I already have the entire site design and am looking for fairly quick turnaround on this project.

Homepage-

Relatively simple- just a graphic, title, few links and 4 areas with RSS news feeds incorporated. Maybe world clocks (different time zones) if you can do that too.

Forums page

10 categories total, 47 sub categories, 52 sub-sub categories throughout site design.

Emails

need 5 emails for the site

The vbulletin software is already installed on the site. All I need is someone to code this for me and get it up and running. If you bid, please make sure to include links to other projects using vbulletin that you have created as well as references.
