Wordpress Website of Cars with logotype

BUDGET is MAX 250USD I want a website made with wordpress and also the logo type since this is a new "brand" and a new idea. It is about supercars and sportcars who are really fast, we gather time slips from dragracing , 60-130mph and so on. People should be able to upload theire times to the official 60-130mph list from the web and they need a proof of the time in ex a .dbn file or similar , all uploaded material must be approved by us before publishing online. max allowed upload should be 1024kb by default and secured so it cannot be spammed by a bot or so (adjustable if possible) Its supposed to be like a newspaper or whiteboard...only we write and publish. We want like 7-8 sub pages with very nice graphic design, it must look expensive and proffesional , it also must hold place for vendors to put banners on the website. It should also be prepared with a forum section but not opened, this is a later project. Milestones are ONLY released when project are finished!!! NO EXEPTIONS!!!
