Build me a website

What I want to accomplish with the website, is the goal is to showcase 4 web comic storylines, each focusing on main characters from my sci fi novel. Give the fans 4 character story arcs they can follow, or just follow the one that interests them the most. So a main banner on the top, and underneath it the four characters that can be clickable, and when fan clicks on the certain character it'll take them to that story. When applying, I need to see a portfolio of your previous web pages you designed. MUST SPEAK ENGLISH!! AND FLUENT!! So no messages can be crisscrossed. I would like if you had experience in designing a website that dealt in a similar area as this project. I need to see a template you have an idea to use for this project. This is a fantasy/ sci fi novel. So the website must have that type of theme. I can email you the synopsis if you want further details for this project. I have a stable of artists waiting to design logos and artwork for the site. From my web page designer, I need the template designed and I need to be told what type of artwork and logos they need. I would like for the webpage designer to put all the artwork up. When template is done and approved, I will pay 50% of the milestone. After the web page designer tells me what type of graphics they need (and when they get the needed artwork) they need to insert it on the webpage. Then I will pay the rest of the milestone.
