IPB3 Plugin Update Needed

You are required to have previous experience with Invision power products/plugins([login to view URL]). If you have not had experience with the software please do not post on this project. I need the following done; [login to view URL] I need this modified so i can choose which usergroup can select WHAT groups per group as example below. Eg Donators can choose super donator, donator or top poster usergroup Register users can can top poster usergroup. Currently it only allows all usergroups to change instead of selected ones.
