Need a custom website built PHP/Ruby on Rails

Need a website built from scratch. I can't go to much in detail until the project is awarded and NDA signed. Website will be a listing type website. Must be able to create new user accounts. Must have 3 levels of user accounts including Admin. Must be able to bill users via [login to view URL] (test account info will be provided) User accounts must be linked to [login to view URL] customer id. Website must be in custom PHP/Ruby on rails. Absolutely no Joomla or Wordpress. Site must have an admin panel to update accounts, ban accounts, refund accounts. Database will be MySQL. Website must be mobile friendly and responsive. Website won't be to terribly complicated but will have sections available only to logged in users of different levels. Users must be able to upload and save a profile picture.
