Setup an Uber for X script

I want an experienced Android and Web developer, knowledgeable in MongoDB, PHP, and Javascript. I need this person to customise and already existing Uber for Taxi script with our logos and also add a few more features to the Android and Web App. Below are the features I want to be added. 1. Referral system where people(affiliates) are rewarded with money for signups made through their links. These rewards can be withdrawn to bank accounts or used for trips(i.e affiliates can use the reward to pay for rides with the company. If the balance earning is not enough, the amount would be deducted from the total trip amount). 2. Drivers can register without cars. And people who own cars but don't want to drive will can also register with us. Here we connect the car owners with drivers. Now the driver uses the cars to drive for our company. We take our commission, pay the driver and then pay the balance to the car owner. All these payments mentioned here will be done straight to bank accounts. I'll give a test which must be passed before a freelancer qualifies to work with me on this. More feature requests will come up as we progress and this freelancer will be called first to work. We really want this to be a long term relationship with our company.
