Upgrade and add functionality to MRBS for moodle

We need the MRBS for moodle block updated to version 3.5.1 and some functionality added. Things to add: Create a role to allow bookings to be made by admins, or anyone with the correct permission set, on behalf of other users. These bookings should then be viewable by the user as if they made them themselves. The list of bookable users should be drawn from moodle user DB. Add a teacher/instructor section to each booking. This should be displayed together with the user the booking was made for. at least one must be filled for the booking to be acceptable. Add functionality to limit the number of certain types of bookings depending on which weekday it is. Add a text box to the cancellation menu for the reason + explanation, this info should be sent to the responsible admin together with the cancellation warning email. Make booking description viewable via a checkbox. Also, name display changes will be needed, this is meant to be a hybrid classroom and aeroplane booking system so many names will need to be changed, things like "room" will probably become "resource" and the page name will be "bookings". The full list will be provided after. Expect around 50 individual items to be changed. Help page will need to be redone to reflect our own rules and booking system.
