We require a key server for PGP/GPG written in Java. It shall allow access through the HTTP Key-server Protocol, allowing users to upload, download and search keys either through the software they use or using a web front-end. Reconciliation shall be possible with servers running the same software or SKS, using a distinct reconciliation server. It shall also be possible to import and export dumps. Removing keys from the server shall not be possible. Data shall be stored in a MySQL database. Overall look and feel for end users should be similar to servers such as PKS or SKS.
