network programming with ruby and linux

I have familiarity with networking in linux - I've developed a network billing appliance based on debian-linux, with python scripts to control access using iptables, store time+usage data in a postgreSQL database, and produce webpages of reports from that data. This sounds similar to me to what you're looking for. I'd be happy to talk sometime about your requirements - I am in GMT+13 timezone, but willing to stay up late/get up early for a call. I note many bids claim they'll deliver in 1 day. It seems unlikely to me that nothing other than an extremely small, well-bounded and straightforward project can be completed without a couple of iterations.
