I have been modeling for videogames for 3 years now. keeping the project closer to your budget will mean that the models will be low poly and minimally created, however I will do my best to satisfy your request. Check my portfolio for examples of my modeling.
I am trying to start out on indie game dev too, so I understand your situation and will produce higher quality models for my name in the game credits somewhere.
I have however only worked in unity, but I create the models in blender and they work right away in unity, so I don't believe there will be any issues with unreal. If there are, I can help troubleshoot, but I don't know my way around unreal very well.
