Website re-code for W3C compliance / CSS design

I have a website written in html and using CSS for font styles only. The website design has worked very well for us but was created some time ago and some of the coding elements are deprecated and the website does not properly utilise CSS. I want someone to re-code two main html template pages following an existing visual design and to fully conform to WC3 to maximise search engine usability and optimisation. The template page should also maximise the use of CSS to make updating / changing navigation / and re-design of pages more manageable across the entire site. The template pages should be editable using Dreamweaver (v5) and include the following elements: All code and design to adhere to full WC3 standards ; The template pages must comply with XHTML / HTML5; CSS for all design elements; Drop down men navigation; Page to include javascripts for special offers / promos / ads / facebook / open new window and any other commonly used elements; Thanks
